Ofer is head the firm’s Real Estate Department (together with Adv. Hanoch Morgenstern) and is the managing partner of the Planning and Construction Department.
Ofer gained vast experience in conducting negotiations over the purchase, sale, lease, and rent of real-estate assets in general and industrial and commercial property in particular.
Ofer has accompanied comprehensively and coherently processes of assets’ improvement, ranging from the initiating and planning stages to the changing purpose of the property in Planning and Licensing Committees of the Israel Lands Authority.
Ofer accompanies on an ongoing, day to day, basis a large sum of commercial companies for dozens of years, and became the first lawyer in Israel that legally accompanied an unprecedented real estate’s project, i.e., the opening of the first open space commercial center Hutzot Hampiratz, which is located near the city of Haifa. Ofer also acquired extensive experience with respect to land transactions taxation, reporting the transactions to the tax authorities, making tax assessments, submitting reservations and appeals to the tax assessments received, conducting negotiations with the local, district and national authorities with respect to the municipal rates and levies, including land betterment surcharge.
Ofer has experience in submitting plans and requests for permits in the planning institutions as well as in representing clients who have been harmed as a result of plans by submitting objections. Ofer has submitted appeals to Appeals Committees and when needed, has presented administrative injunctions to the courts in administrative affairs and/or submitted appeals and/or appeals to the Supreme Court.
